Richard and Deborah Apling Carolina MPA Scholarship Endowment Fund

History

Rick (’73) came to Carolina to earn first a master’s degree in teaching then his MPA. Inspired by courses with Deil S. Wright, Donald Hayman, and Gordon Whitaker, Rick completed his PWE in education program analysis and went on to earn his EdD at Harvard. He found his way to DC where he celebrated a 20-year career working at the Congressional Research Services.

Rick and Deborah established this scholarship hoping to enable the program to recruit and support students who might not have the financial means to enroll in the program without support and who bring with them varied perspectives and experiences.

Recipient

All students are eligible for this scholarship based on their academic background and areas of interests upon their admittance into the MPA Program; preference is given to a student or students who demonstrate financial need and bring varied perspectives and experiences to the program.
