A native of Kinston, NC, Florentine “Flo” Miller’s career in local government spanned four decades, 31 with the Town of Chapel Hill. Retiring in June of 2021, she joined the town in 1989 as assistant manager and was named deputy manager in 2004. Flo’s tenure with the town saw her serving during the leadership of five town managers including UNC MPA alumni Cal Horton and Roger Stancil.
In addition to being a link between the Town of Chapel Hill and the University, for more than a decade, Flo served on the UNC MPA admissions committee, supported the MPA program’s “assessment center” as a mock interviewer, and was pivotal to ensuring there were professional work experience opportunities with the town for UNC MPA students, serving as a mentor to many during their time as students and well after. This scholarship honors Flo Miller’s career and commitment to the UNC MPA program, local government, and public service.
All UNC MPA students are eligible for this scholarship. The scholarship supports a student or students who demonstrate a commitment to furthering the interests of traditionally underrepresented groups in graduate education, have an expressed interest in pursuing a career in public service, and enhance the social, economic, and cultural diversity of the cohort.
