John “Jack” Vogt joined the School in 1973 and taught in the MPA program as well budgeting, finance, and many other courses for local government officials at the School of Government. This award was created in 2006 when Vogt entered partial retirement.
Jack has been recognized by local government finance associations including the American Society for Public Administrators and the North Carolina Local Government Budget Association as a pioneer in the field. His 2004 book, Capital Budgeting and Finance: A Guide for Local Governments, is considered the definitive work on the subject nationwide. In 2013, he was presented with the Donald Hayman Distinguished Public Service Award in honor of his service to MPA students and North Carolina local government officials.
All UNC-CH MPA on-campus admitted, and current students are eligible and considered for this scholarship without additional application; preference is given to those students with an interest in public finance.
