Ellis Hankins joined the School of Government in 2013. He served as executive director of the North Carolina League of Municipalities from 1997 until his retirement in 2014. Previously, he served as the NC League of Municipalities’ general counsel and chief state legislative lobbyist, and represented municipalities before congressional committees and in state and federal trial and appellate courts. He’s served as a member of the School of Government Foundation Board of Directors, the National League of Cities Board of Directors, and the NLC Mutual Insurance Company Board of Directors and Executive Committee, among others. In addition to working as an adjunct faculty member in the School of Government MPA program, he is a visiting lecturer at the Terry Sanford School of Public Policy and in the NC State University MPA Program, and is Senior Vice President with the Mercer Group Inc. Ellis was born and raised in North Carolina. He earned a BA from UNC-Wilmington and a Master of Regional Planning and JD from UNC-Chapel Hill.
